Updated the Code of Conduct to enhance clarity and detail regarding violations and reporting procedures. & Enhance CODE_OF_CONDUCT.md with badge, icons, and improved readability

Description Of Change

This PR updates the CODE_OF_CONDUCT.md file to improve clarity, readability, and visual presentation.

Enhancements include:

  • Added a Code of Conduct badge at the top for visibility.
  • Added emojis/icons to highlight sections (🛡️, ⚠️, 🚨, 🤝).
  • Improved headings, spacing, and formatting for better readability.
  • Clarified ways to report violations (email, GitHub issues, direct committee contact).
  • Added a friendly commitment section to emphasize a welcoming community.

No policy changes were made; this update is for presentation and guidance improvements only.

Purpose Of Change

To make the CODE_OF_CONDUCT.md file more user-friendly, visually appealing, and easier to navigate for contributors.

@khujrat17 It would be ideal for this page to point to the official code of conduct page on DNF website. That might help us keep the emails and other relevant info in one place.

Though I like the aesthetic improvements, this page was intentionally built to be minimalist.

There is a template file for issues that can be directed to a url instead.
