Consolidate Base chain API reference into a single unified section
Split the monolithic JSON-RPC reference into individual method pages, added Flashblocks-specific behavior sections directly to the standard methods that support "pending", moved all Flashblocks-exclusive methods into the same reference directory.
Supersedes #1199.
